Hélio Magalhães de Oliveira was born inPernambuco, Brazil. He received both the E.E. and M.S.E.E. degrees in Electrical Engineering from Universidade Federal de Pernambuco (UFPE), Recife,Pernambuco, in 1989 and 1983, respectively. Then he joined the staff of the Department Electronics and Systems (DES-UFPE) at the same university as a lecturer. In 1992 he earned the Docteur de l'Ecole Nationale Supérieure des Télécommunications degree, in Paris. Dr. De Oliveira was appointed as honored professor by Fourty-two electrical engineering undergraduate classes He authored the books "Análise de Sinais para Engenheiros: Uma Abordagem via Wavelets", Brasport Livros e Multimídia Ltda, ISBN: 9788574522838, 268 pp, 2007, "Análise de Fourier e Wavelets", Editora universitária UFPE, ISBN: 9788573154177, and Engenharia de Telecomunicações
