How to optimize a fuction whith SCE-UA algorithm?

Hello Guys,
I'm trying to optimize a function using the SCE-UA algorithm, but I am not getting success. Could someone help me? I am sending function and the algorithm.
These are the optimal values of the function using linear programming (linprog)
str = 1963.269596; % range 500 - 4000
pes = 2.2925763; % range 1 - 10
crec = 0.381174166; % range 0.01 - 0.64
