Why do I get a connection error when installing a application I created using MATLAB compiler?

I cannot connect to MathWorks services for web-based runtime library download. Why do I get a connection error when installing a application I created using MATLAB compiler?

When creating an application using MATLAB Compiler, you have the option to include the runtime needed in the package or download from the web. If users choose to download from the web the application that has been created, MATLAB Compiler will connect to MathWorks servers to retrieve the runtime needed.

If a user receives a connection error during the installation of the created application, they can retrieve the runtime needed from the following link and the application will locate the runtime needed on the machine:
