How do you plot a wind rose with blue points and lines, polar coordinate system with north (0/360 degree wind direction) pointing up if the direction is in row 37 and speed is in row 35?

There is also a user-submitted Wind Rose function in the File Exchange that may do what you need.

But how do I plot for a range? Like plot the winds just for may.

Not sure, as you haven't shared any of your code. Perhaps the example that is referenced in the description of the Wind Rose function, shared here, which appears to use all the wind data from September 2017, can provide you a template to follow?
