A conflict result using function 'vartest2'

I use function 'vartest2' to test if two samples for equal variances, but when I use two cases;

1. vartest2(resid1, resid2,0.99, 'right')
2. vartest2(resid1, resid2,0.99, 'left')

but both result resturns value '1', why this happens?
