time dependent mathematical equation?

I've a time dependant mathematical equation and i need a matlab code to impliment it. I've tried the symsum function and I'm not getting a satisfactory output.

Here y(k) is the output at any time k sec, j=32,K-1=no of delays, w* and x are a matrics of size 1536*32.
