MLEvalString is not working

I am following the example from exlink_ug.pdf. Whan I try to use the diag command :

=MLEvalString("d = diag(testData);")

I get this in Excel

#COMMAND!

I name the cell range testData like they said. Why isnt this command reconizing the "testData" range ?
