Estimating step count from accelerometer data (.csv) file

Would like to know if it is possible to generate an estimation of step count from an accelerometer derived .csv file that contains timestamp, x, y, and z values.

Sure that doesn't sound impossible. Just get started. I suggest that you plot x vs t, y vs t and z vs t for a small time-period to look at the variation of them over a time-period that covers say a few 10s of steps.
