about system 2nd order DE solver using matlab

Hi I just started to study matlab these days.

I am trying to solve the problem below using matlab and I change it to the first order DE.

But I dont really understand how I can use ode23 as a solver.

And the coding follow is my trial. it would be nice to give me advice for this problem,

Why did you divide that lines by 10?
