Getting vision.Cas​cadeObject​Detector face detector to detect the face

I've tried using the face detector command on this image and it fails. What can I do to enhance the image so that it detects the face? I've tried normalizing, equalizing the histogram, fixing contrast, using a different model, etc. Nothing seems to work.
