How to count the total number of a point occurrence on y axis at particular value of x on x-axis?

1- How can I know if the plot on x axis is 6575 and y axis is 30. So at point1 on axis out of 30 which is visible on y axis? I have to do for all 6757 times and know at particular second how many PRN apper which is on y axis?
Hint :- (RED and Blue are indication that it is visible and all other place it is invisible. )
2-If someone can figure it out then I want to know at which PRN value particular x data is visible?
