When I examine 'ver' on MATLAB Online for myself, I see hints that MATLAB Online might possibly only give you access to toolboxes that you are licensed for. If that is correct, you would need to obtain a license for Computer Vision Toolbox, but once the license was obtained, you would be able to use it with MATLAB Online (I do not have any information as to how long it would take to update knowledge of the licences.)

Kong, is your license for the computer vision toolbox updated to be used in R2020a. You may be using an older Release of MATLAB on your desktop for which your license of computer vision toolbox is still valid but is not renewed to be used in R2020a.

Mostly for a student's license, if you purchased a MATLAB toolbox, it will give you perpetual access to use that toolbox on a desktop machine with the same version of MATLAB. You can use that toolbox even after the service end-date, as long as you keep using same version of MATLAB.

For MATLAB online, you need to have an active license to use any toolbox. If a license expires, you will no longer have access to that toolbox without renewing your maintenance service.
