Dealing with flags that are really comments

I've noticed an increase in the number of flagged answers/questions/comments in the forum from less active users treating flags like comments.
Below are 6 of the 11 currently listed flags over the past 19 days.
- "very useful and helped, thx"
- "The script will remove your temp folder and everything contained in it"
- "The advice given here is very dangerous for the user."
- 'Did not answer the question."
- "Wondering what are the exact arguments used to achieved this effect of removing branch point"
- "weird not answer"
The Flagged Content page is useful for the Matlab Central staff to see legitimately questionable content and requests to restore deleted content but it becomes a bit less useful when there are many irrelevant flags.
What are some views on the best approach to dealing with this? Some ideas:
- Just delete the comment-flags (but then you lose potentially useful content)
- Copy the content of the comment-flag as a comment under the question/answer including the commenter's handle, then delete the flag (my preference)
- Same as #2 but do not include the commenter's handle; instead, just note that it was a flag.
- Let the flags be and treat them as another form of comments (that would lead to a cluttered flag list and it becomes more difficult to follow the dialog)
- Let the forum administrators deal with it.
Obviously flags that are addressed to the forum administrators and flags that address questionable content should not be deleted.

Just move an incorrectly posted flag into a comment, where it should have been from the start, then de-flag it.
