Adding Statistics and Machine Learning Toolbox to existing MATLAB

The new "Statistic and ML toolbox" has just been added to my license. I have MATLAB already installed and I'd like to add the toolbox. Based on the answer https://www.mathworks.com/matlabcentral/answers/101885-how-do-i-install-additional-toolboxes-into-an-existing-installation-of-matlab, I tried to run the installer from ISO image. The installer says "Cannot install in the specified folder". Sure. I have MATLAB installed. I need to add a toolbox to the existing installation.

How can I install an additional "Statistic and ML" toolbox into an existing installation of MATLAB on the _offline_ machine?

In 2024, the way I'd do this is with the mpm download command on a machine with an internet connection and then transfer the results to the offline machine and use mpm install to install it. Details at mpm download
