There are a number of power allocation schemes based on certain specification like maximizing sum rate, energy efficiency etc. You can refer this post http://ecewireless.blogspot.com/2020/05/how-to-do-power-allocation-in-noma-with.html to see how to derive NOMA power allocation coefficients according to your specifications
