How to change Quantization In H.264/AVC ?

how to get the bitrate value from quantization according to the following statement!!
The coefficients after transformation are quantized using Quantization Parameters (QP) that can change for each macro block. This value is arranged so an increase of 1 in the parameter means an increase in quantization step of about 12% also means a 12% reduction in the bit rate.
