When trying to use the Bar function it is saying it cannot find the newplot.m function

I am using matlab 2019a version and I am trying to make a bar graph of a 2x11 matrix of all doubles. I have done this before on a 2018b version of matlab so I am confused as to why I am getting this error. I did not mess with matlab in anyway so I am not sure what a solution could be. If anyone needs any more details feel free to ask, and any help is appreciated.
