That file already appears to be ASCII ?
Is the idea that you have an excel file that you want to output like the .csv file you show? If so then it would help to have a sample of that file in .xls or .xlsx form, so that we can see exactly how the time field is represented in the file.
Also which MATLAB version are you using? The facilities have been improving in the last few releases.
