Splicing videos into smaller pieces by video times

Hello friends! I need to splice 1500 videos into different numbers of small videos. The necessary time values are in an Excel field. Videos have no audio. I am open to other suggestions beside matlab.

Are all the videos in the same directory? Do you know from the Excel file which video to split? Please provide some details on your Excel file.

Hello Geoff, thank you for the answer! I haven't recieved the excel file, it is my partner's part. But i assume it will be listed in accordance with the videos. I also haven't recieved the videos yet, but i assume they will be all in the same directory - honestly, i couldnt understand it's importance.
