How to check if tool box is activated or not ?

Run in Command window to get the Version.
ver
TO get activated licenses please run this command
license('test','Database_Toolbox') % for Database_Toolbox Toolbox
license('test','simulink') % for simulink Toolbox
if license exist answer will be 1 else 0.
