No, you cannot mix toolboxes from different Matlab versions.

We purchased the Optimization Toolbox in 2014. Can we get a free upgrade to work with Matlab2017a? if not, how much do we need to pay?

You should ask the people at MathWorks (sales dept) that question. However, if you bought a support plan with your 2014 Matlab license, then you should be entitled to free upgrades.
