Importing data on real time from SQLite file

I have SQLite file which writing 1000 lines per second. I want to import the data from the file on "real time" ( while new lines is writing to the file). how can I do this ?

In general, can somebody recommend online course which teach issues like this and handling with big data on matlab ?
