Access to web app using mobile phone

Hi all,
I built a web app using MATLAB, and trying to access it from other mobile devices (Ultimate goal is to access it by using my iPhone).
It is possible to open the website using both <desktop name>:<portnumber(443)> and <IP Address>:<portnumber(443)> in my desktop.
However, it is impossible to open the link using other laptops and my iPhone.
I tried to use diverse port numbers and also allowed to use the portnumbers in inboud rule (TCP and for all public and private).
But it doesn't work.
So I thought it is network problem but it is possible to access my IP using my friend's laptop (ping IP#).
I guess it is port number problem or my iPhone's problem but I don't know how can I figure out it.
If anyone has a good idea, please let me know.

Which device did you do that on?
Are you using a router or equivalent? If so then allowing incoming ports is not enough: you have to set up port forwarding for incoming packets on the public IP of your router over to the private IP of your phone.

I set the inbound rules in Firewall setting of my laptop.
I am currently using university WI-FI and since I do not have much knowledge on router something, I do not understand the meaning of "you have to set up port forwarding for incoming packets on the public IP of your router over to the private IP of your phone". If you don't mind, would you give more detail explanation for it? How could I do that?
