final result depending on the consistency of ones and zeros

• I have 2 results results of out0 has [1111000011110000] and out1 has [1111111111111111] (total 16 bits) how would I predict that final data value from out 1 is 1 since it has more number of 1 (i.e if the consistency of 1 is more the final result is 1) and final data value as 0 if its inconsistent just like out0

Consistency of 1 , does it mean the number of 1 before last digit?

if the variable has more number of 1 before last digit, then the last digit of variable will be assigned as 1?

Out 0 and out 1 are 16 bits value. I have to write a code such that the final value for out1 would be a one bit value and this one bit will be dependent on the consistency of '1' or '0' in out0\out1. considering this example we can say that out0 has even numbers of '0' and '1' so I would say that out0 = a '0' but, in out1 it has majority bits/all '1' so I would say that out1 = '1'.
