How to write complete program in order to plot graphs in MATLAB?

In the paper having DOI: 10.1109/TASE.2013.2276477, Authors have written in section B on page 6 that they have used a program which is capable of finding the needed metrics E(RCT) expected request completion time, RJ rejection probability and SOR system overhead.

I have tried all possibilities but as of now still unable to understand how the authors have plotted the graphs?

I am unable to relate the number of hot PM to the above-written metrics.

Request you to please suggest me something. What kind of program in MATLAB is to be written?
