How to draw a contour from a color image of a contour with custom scales?

I have an image of contour plot/ efficiency map of a motor. I need to draw similar contour plot in MATLAB to extract the values with custom scales.
I should be able to create the exact contour plot in MATLAB with the same axis from the above image(JPEG/PNG). Is there any codes or methods using image processing?
