Just a simple question, why does not Matlab provide users with a algebraic modelling language, as a function or class whatever, to build mathematical programs, like GAMS and AIMMS? My question focuses on "why"!

You need to contact Mathworks Sales about that question. The people who answer questions here are volunteers, and most of us do not work for Mathworks in any capacity; none of the volunteers who do work for Mathworks seem to work for Mathworks Sales.
I don't think it would be... appropriate... for me to tell you a story about what happened at Mathworks involving a prototype algebraic modeling language, a wave generator, and a hamster, especially as it might not really have happened -- so you should probably just ask Sales for the official reason.

Thank you for your comment. That may be a quite strategic decision for their sales.

A hamster? I had heard it was a gerbil.

The R2017b prerelease is available for customers current on maintenance. You might like it.

Thank you for your comment. You mean that release has a similar function of algebraic modelling language? I am researching on multistage stochastic programming, which has two big parts of optimization. The former (scenario generation) part is okay for me to work, but the latter (model building / solving) part can be frequently updated and modified so without the algebraic mdelling function, users like me tend easily to make some mistakes that is quite stressful.
