harmonic signal analyzer to magnitudes and phases?

Hi I am working on a signal contains a fundamental 60 Hz and harmonic at 120 Hz, I need to find the magnitude and phase shift of the two signal.However, I can't use FFT due to some reasons. The use of Fourier analyzer gives me a wrong magnitude of the harmonic component. any Ideas, please?
