How do I install and app for all users?

I am trying to install TauFactor on various lab computers. They are all Windows 7 but have different versions of MatLab (starting with 2015a). I have followed the general installation directions. However, these appear to install the app for the active user only. Is there a way to install the app for all users? I believe I may have already identified key file locations.

apps gallery file:

C:\Users\<username>\AppData\Roaming\MathWorks\MATLAB\<version>\apps_toolset_apps.xml

MatLab toolbox location:

C:\Program Files\MATLAB\NETWORK\<version>\toolbox

2015a apps location:

C:\Users\<username>\Documents\MATLAB\Apps

2016a apps location:

C:\Users\<username>\Documents\MATLAB\Add-Ons\Apps
