camera, license plate recognition

I want to recognize a numberplate in entrance of my apartment. i have a database of ten numerplates of vehicles in my apartment. now, a car is arriving at the entrance. now i press run button in my pc. camera should be on. it should capture for few seconds. then off. then it should check with the database. The output to be displayed is either " new user" or " Registered"

Is this possible in MATLAB.
