interpolate and resize matrix?

Hello, I have a matrix filled with 1s and 0s that represent a sector of a worldmap. (1s are land and 0s the ocean). The size is 181x 181.

I would like to resize the matrix to 3600x3600 and interpolate the values.

I need to do this so the map fits with another tiff file which have the following coordinates X [-89.9958 -60.0042]. Y [29.9958 0.0042] (its a part of the caribbean) and these coordinates are in a 3600x3600 matrix.
