Error in Installing MinGW-w64 C/C++ Compiler from TDM-GCC

The error says "There was a problem installing the third-party software. To resolve this issue, contact Technical Support". I'm trying to install this file because I'm getting the following error when I try to build a C++ function using mex:

"Error using mex No supported compiler or SDK was found. You can install the freely available MinGW-w64 C/C++ compiler; see Install MinGW-w64 Compiler. For more options, visit http://www.mathworks.com/support/compilers/current_release/."

I'm using Windows 7(x64) and MATLAB R2017a

I also used my GSM Cellular Data to install the package as I faced people facing some issues with proxy, but still no solution.
