Solving an Equation in matlab

Hi can someone tell me how to write a code for the given equation in MATLAB

where in u(i,j) is the pixel value of an image and U(x1,x2)is the new value, thus "u" is the actual image intensity value matrix and "Udct sq" is the new matrix output and 'Q' is a matrix of luminance, of some fixed values Thank you
