How to send PTZ commands to an IP camera through IP port using MATLAB

Am using JW0010-z IP camera. I was able to open the port using fopen(). I am having trouble communicating with the port. I am trying to make the camera move left, right, up and down. I found this command '/decoder_control.cgi?command=[&onestep=&user=&pwd=&nexURL]' on the camera SDK. I am trying to modify it for matlab. please help
