How is it possible to open the Parameter Estimation Toolbox for a simulink model in R2016a ? (select subsystem and click analyze and Parameter Estimation still not exists)

Parameter Estimation tool is part of the Simulink Design Optimization toolbox which is different from the Optimization toolbox and the System Identification toolbox. You can find this option under Analysis > Parameter Estimation but you would need to have license for this toolbox.

If you were talking about the System Identification Toolbox app. Type the following command in MATLAB to open it:
