I'm a student and I have Matlab 2013 student version. I'm planning to upgrade to the 2016 version. However, I noticed on the reiteration page that the "Service Period" is from May 17 2016 to May 31 2017. Dose that mean my Matlab will only be active for one year? or the "Service Period" term means technical support service? if it's the latter, then it's fine. But if it's only active for one year, then this would cause a problem.

It is referring to the Software Maintenance Service period, during which time you would be entitled to any upgrades that were produced by Mathworks. The license variety you are looking at is "perpetual", meaning that the license never expires.
Probably.
This is complicated by the fact that Mathworks does offer a Student Version license which expires after 1 year; but I suspect you are not looking at that license type.
