How to draw a circle and dot inside circle as shown in figure?

I wanted to plot red dot inside circle of radius 3. Marked red dot will changes its position as per co ordinates changes but origin of the circle will be (0,0) always. Co-ordinates will be changed manually.

Please suggest me some commands or functions to get the same.
