Can we exactly find how much percentage of noise is added when variance is 0.01 and then increased to 0.1?

Are you asking, given a particular numeric variance, how to calculate the percentage of noise? Or are you asking, given just an image that has had noise added to it, pretend for a moment you do not know what variance you used, and calculate the percentage of noise?
