how to start coding data?

hi all,
I want to start writing a code that can read data like the sample below
JDAH Jan 2009 OBSERVED HOURLY HEIGHTS (cm) 0000-2300 HRS
2125.9 -3909.3 - 45 Lat(ddmm.m) Lon(ddmm.m) TM(dd)
