Simulating a battery power level

I'm using a patch to simulate a vehicle moving around a 2D environment and I would like to give it a battery.
Is there a way to create a counter that counts down from 100(%) when the patch is moving (battery is draining) and counts up (charging) when the patch is at the specified charging point?
It would be great if the timer could count up/down at variable rates.
