*What is the effect of the mean and the variance on the recovered signal in time and frequency domain?
Hint:
in the question, we changed the value of the mean and the variance as following:
1.Zero Mean and variance equal to 0.2.
2.Zero Mean and variance equal to 4.
3.0.5 Mean and variance equal to 0.8.
but I don't noticed any difference in the recovered signal .

Why are you giving us hints to answer a question that we know nothing about?! There is no recovered signal anywhere in your question.
At least make some effort with a homework question not to just paste it in verbatim! If you want help then formulate a question based on your understanding of the one you are being asked and your attempts to solve it.
