File Exchange can't use the publish functionality?

For the past two months at any time I haven't been able to use FEX's ‘publish’ feature. After clicking that button, a popup appears saying:

‘The application is currently unavailable.

We've been notified of the issue and are looking into it.’

Has anyone else had the same problem as me?

I’m currently in Mainland China; with or without VPN, switching regions, it always shows this error. The browser I’m using is the latest version of Microsoft Edge.”
