If you purchased MATLAB, then the license key should have been emailed to you. If you did not receive it, then contact support@mathworks.com .
If you have not purchased MATLAB yourself, then you need to obtain a license key somewhere. If you are at a university, contact the university IT department to determine whether they make MATLAB available; or you could try the "GET MATLAB" button on https://www.mathworks.com/academia/tah-support-program/eligibility.html
If you are working for a company, then contact the company IT support to find out whether they have available MATLAB licenses.
There are no free MATLAB licenses (unless you happen to win a significant competition.)
Note: if what you need is a PLP (Personal License Passcode) then see https://www.mathworks.com/matlabcentral/answers/100554-what-is-a-personal-license-passcode-plp-or-a-license-file-and-how-do-i-obtain-one-for-my-matlab-li which basically says you need to contact Mathworks Support to obtain PLP.

Two more potential options, if you're interested in trying out MATLAB, are to use MATLAB Online Basic or to request a trial.
