How to setup SDK7.1 C compiler for R2015a successfully?

I've installed the Microsoft SDK7.1 compiler and then run

mex -v -setup C

Pertinent extract of the output from that command would seem to be:

... Looking for compiler 'Microsoft Windows SDK 7.1 (C)' ...
... Looking for registry setting 'HKLM\SOFTWARE\Microsoft\Microsoft SDKs\Windows\v7.1' InstallationFolder ...Yes ('C:\Program Files\Microsoft SDKs\Windows\v7.1\').
... Looking for registry setting 'HKLM\SOFTWARE\Wow6432Node\Microsoft\VisualStudio\SxS\VC7' 10.0 ...Yes ('C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\').
... Looking for file 'C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\bin\amd64\cl.exe' ...No.
Did not find installed compiler 'Microsoft Windows SDK 7.1 (C)'.
Error using mex
No supported compiler or SDK was found. For options, visit 
http://www.mathworks.com/support/compilers/R2015a/win64.html.

Indeed, VC\bin\amd64\cl.exe doesn't exist in my SDK installation ... but I have an Intel processor and VC\bin\cl.exe is present.

Any suggestions for how to fix this issue and successfully setup the SDK7.1 compiler for R2015a?
