The Question related to the "Detect and Track LEO Satellite Constellation with Ground Radars" and "FusionRadarSensor"

I am interested in modeling a space surveillance radar and conducting research on orbit determination, taking reference from the example "Detect and Track LEO Satellite Constellation with Ground Radars." In that example, the radar was modeled to be pointing in the Zenith direction, and it was observed that atmospheric refraction correction is performed using observations in the U-V coordinate system instead of the Topocentric coordinate system. When compared to relevant documents, it seems that atmospheric refraction correction should be done in the Topocentric coordinate system. Is there a way to modify this? Also, I am curious if an appropriate atmospheric refraction correction model was used in the FusionRadarSensor code for detecting satellites at around 2000km.

The distance and elevation angle of the Topcentric coordinate system should be applied to the atmospheric refractive model, but in this example, I would like to ask if it is wrong to apply the U value of the U-V coordinate system as the elevation angle. This is very important to me as I conduct the research involved.
