Desktop Language Option is Missing

Very good day.

Have been trying to reset the Desktop language but failed to see the option being available as mentioned in other posts. Please refer to the first attachment. The reason I want to do so is to make sure that I can read the message shown in English when I move my cursor over some features of MATLAB instead of in Mandarin. Please refer to the second attachment. Before I upgraded to R2023b it was all in English.

Hi Kiam,
