How can I use spectrogram and/or periodogram to plot a Power Spectral Density (PSD)?

Hi Colleagues,
I want to plot spectrogram as Fig.1. How can I illustrate the colorbar in PSD (in dB)? Support on this would be very appreciated.. Thank you!
