Create an FTP connection

Is it possible in the ftp function to add the following encryption?

''Use explicit FTP over TLS if available''

If I try FilleZilla I can establish a connection, on the other hand in Matlab I have the following error:

Error using connect (line 32)
Connection refused for "Username".

Error in ftp (line 101)
            connect(h);
