MATLAB Home License Cloud Installation

AFAIK the price of MATLAB products may differ from region to region.

If a hobbyist who lives in a country where it costs "X" USD to get MATLAB Home went and bought the product, could they still install and use it on a Virtual Machine (say a Windows VM with desktop) on the Cloud (say, in a Google Cloud instance that has its hardware situated in a US region where purchasing MATLAB Home would cost "2X" USD to the residents there) for a brief period (say, for 12 hours) to execute a RAM intensive task and deactivate it later?

If not, are we able to buy MATLAB Home at a premium price (say, for the US price) despite living in a "cheaper region" to be able to run it on any cloud instance?
