Will MATLAB VST/AU plugin generation support ARA (Audio Random Access) API?

There is no support at this time, but users with Coder can use the "juceproject" option to produce a JUCE project, which supports ARA as of version 7. So I have not experimented with ARA yet, but I suspect this could be a starting point to try it out.
